Need clarification for the movie, Inception (2010).?

So at the end, when Leonardo is finally with his children, is that a dream or is it reality? Because, it seems like his totem was spinning indefinitely, but I'm not positive. What happens to Saito? Did he ever get out of limbo once Leonardo came for him? Thanks in advance.
